Awarded to Geheimer Oberregierungsrat (Senior Privy Councillor) Dr. Carl Hecht of the Ministry of Public Works (responsible for construction and transportation); dated to Berlin on January 18, 1914; signed and co signed in black ink, the names are illegible; measuring 210 mm (w) x 330 mm (h); with two folding creases; in overall near extremely fine condition.
